Ban on Satchet Water, Plastic Bags by 2014?

The Minister of Environment, Mrs. Hadiza Ibrahim Mailafia, recently,
dropped the hint that plans are underway by the Federal Government
to ban the use of plastic bags in the country. Malaifa who gave the hint
 during the 2013 World Environment Day celebration in Abuja, said
 government would focus on the use of paper bags instead so as to
heck the continued degradation of the environment..

...but can this work?
